After several decades of conflict, Afghanistan is under going reconstruction, as part of this there is a drive to develop institutions that will contribute constructively to this developmental process. Amongst such institutions is the Afghanistan National Standardisation Authority (ANSA).

ANSA is the national body that deals with standards rules making, forming standards technical committees, adopting and developing standards, testing materials and issuing certificates, calibrating equipment and approving other standards generating bodies, and increasing public awareness of standards in order to protect consumers' health and safety.

In the short term ANSA intends to cover the five major areas below:
• Metrology (Calibration and Measurement)
• Construction Materials
• Petroleum products
• Pharmaceuticals
• Food

ANSA realizes that each of the above fields include many sub-fields, hence has determined characteristics such as the minimum quality tests required for liquid fuels as one of the priorities to achieve in the short term.

ANSA is in the process of having its central laboratory built in Kabul, to purchase two mobile labs, one for Metrology and one for Liquid Fuels, and to send its technicians abroad for gaining training and facilitating training inside the country.

ANSA's objectives consist of:
1. To support industry in its export drive
2. To protect consumers and the environment
3. To raise overall production quality
4. To provide information and assistance in the fields of standards, testing and certification of products and services
5. To help Afghan businessmen and industries access foreign markets.

Restructuring the Ministry of Commerce

On 20 March 2006, the Ministry of Commerce submitted its final application under the government’s Priority Reform and Restructuring programme. Departments will be aligned with the Ministry’s new strategic objectives and the organizational structure will be greatly simplified to promote greater efficiency and effectiveness.

Afghan National Development  Strategy

The Ministry of Commerce has recently completed and submitted its 1385 workplan and is currently completing its workplan for 1386-89. These workplans will cover the activities that the Ministry will be undertaking in response to the commitments made in the Afghanistan Compact and the strategic goals presented in the Interim ANDS by the Government of Afghanistan at the London Conference earlier this year.

Private sector policy consultation

The Ministry of Commerce has just completed a major private sector consultation exercise, asking Afghan construction companies about their experiences with public procurement contracting. Over a period of a month, a team from the Internal Trade department interviewed owners and managers of more than 150 companies. The purpose of the survey was to gather evidence as the Ministry explores policy options to facilitate access to public procurement contracts for Afghan enterprises.
