Japan, Canada, and India will increase.

reduce average import times by 20 days, and
export times by 15 days. |
Afghanistan’s private sector and the economy more
generally has much to gain from increased trade. Our
goal is to gradually liberalize trade with a view to
moving towards full accession to the WTO in order to
integrate Afghanistan into the regional and global
economy. Government will establish an open and
transparent business environment, systematically
addressing trade and investment barriers.
Transit and customs procedures and documents will be
streamlined with a view to harmonizing them with the
trading partners. The Government will also pursue
general trade liberalization and continue its steps
to accede to the WTO. Existing transit agreements
will be revised and new transit agreements will be
negotiated while capacity will be strengthened to
implement and monitor the agreements. The Government
is also keen to encourage the private sector to
become increasingly engaged in trade facilitation.
In terms of customs modernization government seeks
to improve the operational efficiency of customs
while curbing corruption. The government is also
determined to move towards full computerization and
to develop transparent procedures. Border
infrastructure will continue to be improved and new
equipment such as port handling and scanners
provided.
